City-Building Together

Development Partners

Executing a project this big requires tight collaboration between strong partners. As Calgary Municipal Land Corporation delivers the Rivers District Master Plan, the relationships with development partners with a shared vision for the Culture + Entertainment District and who are invested in a world-class Calgary are integral to its success.

The Calgary Stampede’s long-term vision for Stampede Park as a year-round gathering place that embodies Calgary’s Community Spirit has guided their collaboration with CMLC in developing the Rivers District Master Plan. This vision will be key to realizing the full potential of The Culture + Entertainment District.

In 2026, CMLC and Calgary Stampede unveiled a new Calgary Stampede Master Plan (CSMP), a plan that updates the original Calgary Stampede Master Plan (2004), and builds on the vision set by RDMP, translating its land use principles into a and that reflects the distinct character and programming needs of the Calgary Stampede.

Many projects on Stampede Park have been completed, like the expansion of the BMO Centre and 17th Avenue Extension + Victoria Park/Stampede Station Rebuild. The Calgary Stampede continues to contribute to arts and culture through year-round programming at Sam Centre, Stampede Campus, ENMAX Park and the Nutrien Western Event Centre.

The City of Calgary is committed to economic recovery and resilience through, in part, their Centre City Plan and Downtown Strategy, including the revitalization of the east side of downtown. Along with their role as funding partners for infrastructure and community-building projects, The City formed the Calgary Municipal Land Corporation (CMLC) in 2007 to execute the Rivers District Community Revitalization Plan.

Community Partners

The efforts and expertise of many local organizations are essential to creating a vibrant C+E. From athletes and cowboys to artists and community leaders, this collective energy will make the district a true local, national and international destination.

Many C+E initiatives advance Calgary Arts Development’s vision of a creative, connected Calgary where everyone is empowered to live a creative life. We value the inclusion of artists as an active part of The District’s fabric.

The Beltline Neighbourhoods Association (BNA) serves the neighbourhoods of West Connaught, Connaught Centre, Victoria Centre and east Victoria Park. The BNA was a contributing member of the working committee that helped guide the Rivers District Master Plan and whose community work helps support the recreational, cultural, social, athletic and educational activities of The C+E District residents.

The Victoria Park Business Improvement Area (BIA) represents more than 350 merchants and businesses in the community. They’ve been strong advocates for The C+E District since their role on the master plan working committee, as it fulfills their mandate to foster change and high-quality urban development for all.
